CUSS - Couverture Universelle de Soins de Santé

The CUSS - Couverture Universelle de Soins de Santé (Universal Health Coverage) service aims to guarantee access to basic healthcare for people in extremely precarious situations in Luxembourg.

People are helped to obtain a membership card from the Caisse Nationale de Santé (CNS), to consult the doctor of their choice and to avoid having to pay upfront for medical and pharmaceutical costs related to prescribed care.

Access to the CUSS is conditional upon acceptance of regular social follow-up.

The scheme is aimed at people who are habitually resident in Luxembourg, have no income and are not eligible for assistance from social services, often without an official address or residence papers.

The CUSS is funded entirely by the State, with a view to avoiding stigmatisation and ensuring equal access to healthcare.

The CUSS service is provided by two social workers who ensure the social support of beneficiaries and coordination with the relevant partners.
